Totesport History

Totesport has a long history which is intrinsically linked to Horse Racing in the United Kingdom. Now in the hands of Fred Done who also owns Betfred with his brother Peter Done, Totesport have been the face of on-course betting since 1928. Totesport offers a full online sports betting service to customers including Sportsbook and Totepool, covering global racing brilliantly. They also cover the whole gamut of sportsbook with plenty of promotions shared with sister brand Betfred.

We can trace the history of the Tote back to 1928 when Winston Churchill, who was Chancellor of the Exchequer, brought in new legislation with the aim of offering an alternative to illegal bookmaking. Gambling on horse racing and greyhounds had been active since the 1800s, but all of it was clandestine and none of the profits were finding their way back to either the horse racing industry or government coffers. So the Racecourse Betting Act in 1928 established the Racecourse Betting Control Board which opened operating booths across the tracks of the United Kingdom, offering fixed odds betting.

Another element of the Racecourse Betting Control Board was that punters could effectively have a bet, safe in the knowledge that they had stated rights and would receive payouts. Up until this point unregulated bookmakers had all of the power and unscrupulous layers were more than common-place. 2nd July 1929 marked the first race meetings with tote betting with flat race meetings at Newmarket and Carlisle on 2 July 1929. So Totesport has a long history as a statutory corporation in the UK.

Separately in 1930 Tote Investors Ltd was established as an independent company by a small group of racing ‘gentlemen,’ interested in the welfare of racing. It is used to channel off-course and credit bets into the tote pools. This was the first form of tote pool betting which still continues to this day via Totepool.  Effectively rather than taking a fixed odds price on a selection, you bet into the pool and your winnings are calculated using the number of winners. Deductions are made to cover costs and contributions to horse racing with Totesport via their Totepool brand having the monopoly on horse racing pool betting until 2018.

1961 saw parliamentary establishment of the Betting Levy Act. As a result betting shops are finally allowed to open, with tight restrictions about their appearance etc. The Act also reconstituted the Racehorse Betting Control Board to become the Horserace Totalisator Board, with responsibility for the redistribution of funds to racing transferred to the Horserace Betting Levy Board. One of the first moves of the Horserace Totalisator Board, who are now free to market and build ‘The Tote’ is to purchase Tote Investors Ltd in 1962 and capture tote pool business in it’s entirety.

Whilst the likes of Coral, Ladbrokes and William Hill built substantial betting shop presence from 1961 onwards, but under the Betting Levy Act, the Tote could only open shops which focussed solely on horse racing betting. That was economically unviable, so the Tote focussed solely on their on-course operations. 1972 saw betting restrictions lifted and their first shop was opened in the same year. 1973 saw Tote Bookmakers launch, with a view to building a successful retail operation, which could compete in any market with the privately owned players.

1989 saw the Tote first linked with privatisation. British Telecom, British Gas, Rolls Royce and British Airways were all privatised during this period by the Conservative government, and Lloyds Bank were asked to perform a study to see if privatisation of the Tote was possible.

1992 saw Tote Direct established with the sole focus of driving and channelling tote bets from other High Street bookmakers. By 1997, betting terminals become available in more than 4,500 shops across the United Kingdom, including all Totesport, Ladbrokes and Coral shops. To this day you can  place Tote bets in any betting shop and website, which contribute to the tote pool. It’s estimated around 7,000 shops still facilitate Tote betting. In terms of privatisation 1995 saw the Home Secretary Michael Howard, abandon imminent plans after strong opposition was encountered by the horse racing industry. However a newly formed Labour government launched a fresh study in the first term and in 2001 privatisation of the Tote was made a manifesto commitment.

1999 saw Tote establish Scoop6 which is still very much in existence today. Tote partnered horse racing broadcaster Channel 4 Racing who built the Scoop6 proposition integrally into their pre-racing and live race day coverage. Punters try to select the winner of six televised races, with individuals who select all six winners receiving a jackpot payout. Millionaire winners have been common-place and in excess of £4 million was bet on the Scoop6 pool in November 2008.

2001 sees responsibility for appointments to the tote Board move from the Home Secretary to the Department of Culture Media and Sport. Then Culture Secretary, Ben Bradshaw, takes responsibility for the appointment of the chairman and appointments to the board of the Tote.

2002 saw Tote betXpress launched online allowing punters the chance to place tote pool bets for the first time from the comfort of their own homes, including Scoop6. 2004 marked changes for the Tote. Firstly Totesport and Totepool brands were launched. All retail shops and the online website were branded as Totesport, with Totepool branding on-course. The Tote also became a limited company after the Horserace Betting and Olympic Lottery Act 2004 converted the Tote from a statutory corporation, with a view to a private sector could take place.

2006 saw serious strides made by the government to privatise the Tote. Chancellor Gordon Brown announced in the budget plans to privatise the Tote and asked for formal bids to be made by the current Tote management team, in-line with horse racing operators. Meanwhile in November, Gala Coral made a £405m bid, but the Department of Culture, Media and Sport said the government had not invited any bids for the Tote. January 2007 saw an alliance of racecourse operators, racehorse owners, the Racehorse Association and Jockey Club Racecourses, plus Tote management make a £400m bid for Tote. That valuation placed the government at the mercy of the European Commission state-aid rules, and true to form, they stated that the deal could not take place.

2008 saw the government announce that the Tote would be sold in an open market, but further progress wasn’t made until after the 2010 election when the freshly formed Tory/Liberal coalition initiated a formal bidding process. 18 bidders stepped forward and this was whittled down to 6 bidders by 31st January 2011, for the next round of the process. Although never confirmed Betfred, Gala Coral Group, Stan James and a management buyout group were rumoured to be amongst the final 6.

2011 saw Culture Secretary Jeremy Hunt announce that Betfred had been chosen as the successful bidder. Betfred Group agreed a £265 million price, which Fred Done brokered personally with the UK Government. The agreement covered an exclusive 7 year license to operate pool betting, plus purchase of all of their retail outlets – which totalled approximately 520 shops. The deal finally went through in June 2011, and a final sum paid was reduced to £233m because of early payment.

With over 4,000 staff and a burgeoning online customer base, Totesport today is still a major player in the UK bookmaking landscape. But it’s the relationship with Betfred which is intriguing and opens up huge opportunities for new customers. Betfred and Totesport now share key functions including online odds across both of their websites. Totesport launched a fantastic new website in the summer of 2015 that has received much acclaim from horse racing punters and betting critics alike. With Totepool’s monopoly of on-course pool betting ending in 2018, Fred Done has announced that the brand will withdraw from the United Kingdom racing scene in the main, but expect huge development digitally.
